ffmpeg-encoder/nvenc: See description
* Remove Minimum Bitrate as it is not supported by the encoder. * Add several default states (-1 or Default) to options. * Possibly fix bitrate lock with CQP and CQ mode. * Fix log output for bitrate and B-Frames.
